External stakeholders and certifications
There are a number of external stakeholders and certifications for buildings that set material requirements.
The stakeholders have criteria for minimizing dangerous substances in products and some also have requirements for digital logbooks.
On the article page of each unique article, you can see what requirements a product meets in relation to external stakeholders. Below is information on how these comparisons have been made for products registered in the BASTA system.

In the EU taxonomy there are requirements for chemical content (described in Appendix C) and for products used indoors there are emission requirements.
In the BASTA system, we show whether a product meets these criteria, for checking against Appendix C, checking is done against BASTA's mandatory criteria. For checking of emission requirements, information needs to be provided under the emission criteria, see more detailed info via link below.

The following construction materials are not covered by Appendix C:
- Construction materials that are not permanently built into the building, such as furniture, fabrics and appliances
- Construction materials outside the building; in or on the ground
- Construction materials that are only used during construction
- Construction materials that are used in small quantities, such as screws, nails, nuts, sheet metal strips, perforated tape, plastic strips or similar
- Consumables such as ground spray, fuel, etc..

The following construction products are not covered by the emission requirements:
- Construction products that are not permanently built into the building, such as furniture, fabrics and white goods
- Construction products outside the building; in or on the ground
- Construction products used outdoors (outside the vapor barrier)
- Construction products that are only used during construction
- Construction products used in small quantities, such as plastic strips, moldings, lining or similar
- Consumables such as ground spray, fuel, etc.
- Touch-up paints for products damaged during assembly/installation
- Untreated wood products
- Products that only contain inorganic compounds do not need to be emission tested and always meet the emission requirements
Content requirements
- Emission limit values
- Formaldehyde 0.06 mg/m3
- Carcinogenic volatile organic compounds 0.001 mg/m3
Criteria that must be met in BASTA-systemet
- E2 & E3:
The emission values for formaldehyde and carcinogenic volatile organic compounds are below the limit values and tested according to test methods approved by the taxonomy
Or
That the product is exempt from emissions testing because the product:
- Does not contains some organic material
- Is not covered by the product types selected by the taxonomy
Indoors (Within vapor barrier)
Products to be used indoors (within the vapor barrier) must meet both the requirements of:
- Appendix C
Emission Requirements
If covered by the specified BSAB codes.
Outdoors (Outside vapor barrier)
Products to be used outdoors (outside the vapor barrier) shall meet both the requirements of:
- Appendix C
If covered by the specified BSAB codes.
The interpretation that forms the basis for what must be fulfilled has been developed by the Swedish Construction Association and Property Owners' working group on the taxonomy. BASTA is the convener of this working group. More information about this interpretation can be read here.
Within Miljöbyggnad, there are two indicators that relate to the BASTA system.
Indicator - Phasing out of hazardous substances
This indicator limits substances with dangerous properties found in construction products, which relates to BASTA's criteria and rating levels. The requirement levels differ between the criteria generations, read more below,
Indicator - Documentation of building materials / Log book with building materials
In all generations of Miljöbyggnad there is an indicator that includes documentation of building materials used in the building. This has nothing to do with an assessment of chemical content. To log which products have been used, BASTA's log book service can be used. For some of the rating levels in Environmental Construction, it is also required that content be logged in the logbook, to do this electronic building product declarations (eBVD) can be used. The BASTA system is synchronized with eBVD and these links to these declarations are shown on BASTA's article card.

BREEAM has no mandatory criteria concerning logbook or chemical content of products. However, it is possible to collect points if you meet criteria regarding log books and dangerous content in products, this is described in the criterion "Mat 07 Dangerous substances"
BASTA's logbook service meets all criteria levels, however, it is required to add information about the approximate quantity and location of the products in the building along with information about the composition from an eBVD och building product declaration

The Swedish Chemicals Agency's PRIO tool is the basis for many of the BASTA system's criteria, and the BASTA system includes what is called in PRIO phase-out and prioritized risk reduction substances.

In terms of assessment of building products used in Nordic Swan-labelled houses, BASTA is not allowed to comment as this must be assessed in the Swan's Husprodukt-/SCDP portal. These criteria are dealt with in chapter 4 chemical products. There are also criteria for logbook (O15), see more information below.
Chapter 4 Chemical products, building products, building materials and materials
Many of the criteria set for construction products in the Nordic Ecolabel are included in the BASTA system. However, all articles to be used in the Swan-labelled building must be approved in the Swan's own House Products Portal.
The Swan does not accept that the product was checked by another party and thus none of the rating levels in the BASTA system can be used.
Criterion – O15 Product list and logbook of the building
BASTA's log book service meets the requirement for a log book. However, criteria are also set that there must be information about content. This is fulfilled if eBVD exists for all articles.
The logbook service is linked to eBVD and if there is an eBVD, this is shown on the article, both as information and in the attached PDF file.
